What We Do
Since 1965 the Citizens Committee to Complete the Refuge has been protecting baylands in the San Francisco Bay Area. We have worked tirelessly to protect wetlands and endangered species habitat within the Don Edwards San Francisco Bay National Wildlife Refuge Expansion Boundary and other areas of the Bay, through advocacy, collaboration with partners, education of the public and decision-makers, and when necessary, through litigation.

What We Protect

Protecting the Ecosystem
San Francisco Bay is more than just a beautiful natural landmark, it is a living breathing ecosystem that supports hundreds of wildlife species, including many that are threatened and endangered. CCCR focuses on protecting tidal wetlands and other valuable wildlife habitats that are essential to the health of this ecosystem. Learn more about the importance of tidal wetlands and other habitats to wildlife.
Threats to the Bay
Over the past century, over 90% of San Francisco Bay’s wetlands have been lost to development and other human activities. We can’t afford to lose any more wetland areas and other baylands that provide important wildlife habitat. Learn more about the current threats to the Bay that we are working to stop.

Climate Resilience
Climate change and sea level rise is having an enormous impact on San Francisco Bay and the species that depend on it. With Bay water levels expected to rise several feet by the end of the century, CCCR is working to heed the calls of scientists to protect wetland “migration” zones and pursue other strategies to ensure the future of the Bay’s wetlands and wildlife.
Recent Comment Letters
CCCR works tirelessly to track the activities of local cities and the regional entities that are responsible for protecting San Francisco Bay, its waters and wildlife, from a constant deluge of threats.
